The House of Representatives, through its Public Accounts Committee (PAC), has proposed drastic measures against 24 Federal Government Ministries, Departments, and Agencies (MDAs), citing persistent non-compliance with financial accountability protocols.
Prominent institutions such as the National Examination Council (NECO), the University of Ibadan (UI), the Federal Ministry of Labour and Employment, and key federal hospitals and development agencies are among those recommended for exclusion from the 2025 national budget.
The PAC’s decision stems from repeated failures by these MDAs to provide explanations for their budgetary allocations and internally generated revenue despite numerous invitations to hearings. According to the Committee Chairman, Mr. Bamidele Salam, Financial Regulations empower the National Assembly to enforce such measures against MDAs that disregard financial transparency obligations.
Key agencies implicated include the Federal Medical Centre in Bida, Ahmadu Bello University Teaching Hospital in Zaria, and the Nigeria Police Force Department of Information and Communication Technology. Educational institutions such as the Federal Polytechnic Ekowe, Federal College of Education in Yola, and the Federal School of Survey in Oyo State are also on the list.
Additionally, entities like the National Space Research and Development Agency, Galaxy Backbone, and the Presidential Amnesty Programme have been flagged for exclusion. The PAC emphasized that until these agencies comply with directives and present necessary documentation, they should not be considered in the 2025 budget.
This resolution follows months of frustration over the agencies’ failure to attend hearings or submit requested financial records. The PAC’s bold stance underscores its commitment to fiscal accountability and proper resource management within federal institutions.
