The House of Representatives Committee on National Security and Intelligence has proposed a National Security and Intelligence Trust Fund to provide alternative funding for Nigeria’s security agencies.
Committee Chairman Ahmed Satomi stated that the bill aims to reduce reliance on budgetary allocations, citing inadequate funding as a major challenge. The trust fund would be financed through various sources, including 1% of consolidated revenue, airspace fees, and unclaimed funds (though some provisions remain under debate).
To ensure transparency and accountability, a board comprising security agencies, paramilitary organizations, and civil society groups will oversee fund management. With 90% of public hearing submissions in favor, the bill is widely supported as a step toward enhancing intelligence, training, and capacity building to tackle Nigeria’s security challenges.
